It's a type of music licensing that allows you to pay for the music license only once and to use the music as long as you want to. You pay the same price whether you use the music for 1 month or 5 years and it's free of taxes.
You can use it to download music from the Royalty free music websites and to do it legally.

You should use it because if you don't pay for the music and you download it for free, it's likely that if someone caught you, you would have to pay a fine or even go to the jail (unless the person who owns the copyright gives you the right to copy).

COPYRIGHT FREE MUSIC

It means that the person who created a soundtrack or something like this doesn't own the Copyright. The creator can say that anyone can use his music for any purpose and then it's free to use.
You can use it to download music without breaking the law. It's still risky because you have to be sure that it's copyright free so you don't get into trouble.

On the website you can read the licensing terms so you can make sure that the music on there is licensed under a Creative Commons License and that you are free to use the music in your multimedia project (videos on youtube, websites and animations etc.) as long as you credit the website.
